Nascimento, had already become the leader of BOPE. One day, there was a riot in the prison and one of his men ignored his instructions and killed a prisoner. As the officer in charge of the action, Nascimento was fired for violating human rights of prisoners. However, he was promoted and got a job in the national intelligence department. In order to fulfill his promise to his man who killed the prisoner, he built up BOPE to a extremely violent and powerful police forces.
BOPE started killing all the drug traffickers and they did success. However, the local police had taken over all the places which were controlled by drug traffickers. Mayor, minister of parliament were involved and they killed everyone who tried to discover what they did. Nascimento was fighting against the system and the system tried to kill him.
